Firm Overview

Since 1997, Mr. Horne has represented hundreds of disability claimants before the Social Security Administration. Additionally, Mr. Horne has also participated in more than 188 federal court appeals. Notable cases include:

1.) Morrison v. Comm'r of Soc. Sec., US Court of Appeals, Eleventh Circuit, No. 15-14926
Decided September 1, 2016. The Eleventh Circuit held that at the district court, Mr. Morrison had not waived the issue of the ALJ's de facto reopening of a prior disability application . In a supplemental hearing, Mr. Morrison was recognized as being disabled.

2.) Davis v. Comm'r of Soc. Sec., No. 04-12482, 2004 WL 3723521, at *3 (11th Cir. Nov. 15, 2004)
"Good cause for not submitting the evidence earlier exists because it was not available at the time of the hearing." At the supplemental hearing, Ms. Davis' status of disability was recognized.

3.) Haws ex rel Haws v. Apfel, 61 F. Supp.2d 1266 (M.D. Fla. July 28, 1999). After a nine-minute hearing, the ALJ denied the child's SSI disability application. The Appeals Council erred in denying review of Haws' SSI child benefits in light of the plaintiff's "marked and severe functional limitations". The Court entered a judgement awarding SSI benefits to Haws. A district court will not defer to an agency's unreasonable interpretation of regulations that is manifestly contrary to the statutory standard.
